LNG Advisory Committee

 
 
Matthew is currently a corporate strategic advisor on matters relating to LNG.  He provides consulting services to a breadth of companies ranging from new entrants to established multinational participants on strategic planning, marketing strategies and commercial risk benefit analysis.  Matthew was the Head of EDF Trading based in London from 2013 through to his retirement in 2016.  Prior to that, he served 14 years in commercial roles at ExxonMobil and 3 years as Marketing Manager at RasGas in Doha.

W.K. Chan was in-charge of Platts commodity information business in Asia Pacific from 1986 to 2015. In that leadership role, he oversaw the transformation of Platts products from print format to on-line and real-time services. He played a significant role in promoting Platts Market-On-Close (MOC) methodology to energy traders in Asia. The success of this methodology has reinforced Platts price assessments as industry benchmarks. W.K. also worked closely with every futures exchange in Asia and launched multiple future and clearing contracts which used Platts assessments as the settlement prices.  Since 2015, W.K. partners and consults with energy services companies covering coal, steel and LNG.

Positions held include Chief Operating Officer/Senior Vice President for Coastal Refining & Marketing, Northeast Region; Vice President Business Development for El Paso Merchant Energy and Controller for South East Public Service Co. He has participated as member of a team in the acquisition of several publicly traded and privately held companies in the oil & gas, steel and mining sector working for Victor Posner Group of Companies.  As an Independent Consultant, he provides consulting services in the full range of upstream through downstream activities in USA and internationally. Offering project acquisition, evaluation and development services in the oil & gas, refining & marketing, marine and power sector. Ruchdi currently chairs the oil & gas practice at De Gaulle Fleurance & Associés.  He trained and specialised in Oil and Gas Law at a top-tier London firm. Over his career he has worked in London, Tokyo, Seoul, Singapore and Moscow. He also spent a year on a legal secondment at Korea Gas Corporation.  In addition to his legal experience, Ruchdi Maalouf was involved in LNG projects in a commercial capacity, as an LNG seller with an export project in Russia, and as head of LNG supply with an import project in Pakistan.  He is a frequent speaker in industry events and publishes regularly on the gas industry and oil & gas law.

He specializes in LNG marketing and pricing, and is responsible for providing buyers and sellers with sourcing and placement strategies for LNG, participating as well as in bi-lateral negotiations for LNG Sales and Purchase Agreements.  In addition to having an overall view of global LNG demand and supply, he specializes in the Korean market and has extensive experience covering the Middle East gas market. He has spoken at a number of natural gas conferences in additional to having authored numerous reports and studies over the last several years with respect to the Middle East and Asia Pacific gas markets.

The last 24 years have focused specifically on LNG. Initially he was involved in LNG project development, marketing and strategy promoting new export projects and optimising existing projects. David was a co-founder of BP's LNG trading business, building the business from a few spot cargoes in 1999 to several million tons per annum over a few years.
